Board Of Directors

The Rockwood Water P.U.D. Board of Directors is comprised of five members who reside within the District and are elected by voters to represent one of five District subdivisions. Directors serve staggered four-year terms.

Board member Herb Brown was Chief Petitioner to form the Rockwood Water People's Utility District and served on its first board of directors. He is a former Comissioner of the Rockwood Water District and served as President of the Board as the District transitioned to the RWPUD. Herb currently serves on the AWWA PNWS Water Resources Committee. He is a retired licensed swimming pool and home repair contractor.

Herb is experienced in pipeline construction and was a Junior Operating Engineer in a mainline shipping plant, shipping crude oil and waste water for Richfield Oil Corporation. He has also worked several years in highway construction and maintenance.

His goal is to preserve and expand a high quality water service at the lowest practical cost. This includes developing alternate water sources, aquifer storage recovery and treatment options.

Board member Don McCarthy has lived in the District for 21 years. He has been married for 32 years with 3 daughters and 4 grandchildren. He was employed by Powell Valley Road Water District (PVRWD) for 35 years. Following his retirement, he worked part-time as a district inspector for PVRWD until they become part of Portland in June 2005.

His goals are important to him and Rockwood Water PUD such as: the City of Portland wholesale water contract; expanding the District's own water supply; capital improvements; community outreach; working with other water agencies on new water supplies; and a solid well-trained work force.

"Like our mission statement reads: to strive for total customer satisfaction by providing the safest and highest quality water at the most responsible cost. Board member Larry Dixon has lived in the District for over 30 years. He has been married for 32 years, has two grown children, and three grandchildren. He has been self-employed as a small business owner in the local area since 1970. He enjoys fishing and hunting. His goal for the District is to provide the highest quality water at the lowest price to the District's customers. "Being conservative I try to spend your money wisely. Board member Sandra Ramaker and her husband Doug have lived in the District for 30 years. They have six grown children and nine grandchildren. She is employed at Broadway Medical Clinic as a Phlebotomy Supervisor. Sandra is actively involved with the AWWA National Forum on Public Officials, is Chair of the AWWA-PNWS Water Board and Public Officials Program Development Committee, and serves on the Metro Policy Advisory Committee (MPAC) representing Multnomah County for Special Districts.

"I have been committed to the development of alternative water sources for RWPUD and I am proud to say we now have two wells of our own. I will continue my commitment to developing alternative water sources and maintaining infrastructure so that we can provide the best quality service at a reasonable cost. I believe in keeping the lines of communication open so we can continue to develop and improve your services. I am dedicated to the needs of the District and all of our patrons. Board member Cathi VanDamme and her husband have lived in the District for just under three years. She has 18 plus years serving the Portland community in the public educational system. She and her husband have great pride in the District as he has been a Rockwood Water employee for 30 years.

"I am dedicated to providing quality customer service to the community and to building community confidence in the high quality of water provided by Rockwoood Water PUD.
